Non-revenue trackage or Richmond line? I dunno, but it’s probably covered by new asphalt by now.
edit: neither! I found an old map of Portland and it shows it as a railroad line that connected onto the SP main lie south of Brooklyn Yard (turning south off Division and going down 21st to reach it) – possibly it’s part of Stephen Carver’s Portland & Oregon City Railroad?
