Well, sure, that makes sense. Even with the olympic class corruption that New Orleans is known for, you can't steal enough if you have to actually hire bulldozer crews to move around piles of sand and gravel. Shoot, there are billionaires out there who would cry bitter tears if they couldn't rake at least a billion off that lovely US$1.3 billion that's being reassigned.
